Meeting to look at North's government

NORTH ATTLEBORO - A meeting with all of the town's elected and appointed boards will be convened to discuss proposals for government reform.

Selectman John Rhyno, who has started advocating for changes that will make government more responsive to residents, requested the meeting to begin delving into the idea. A date for the meeting has not yet been scheduled.

"I want to make sure government serves the people a little more," Rhyno said.

Rhyno has not advocated for any particular reforms - saying he would leave it to residents to decide where the town is headed - be it a mayor, town manager or smaller reforms to the current form of government.

Selectwoman Marjorie Kraskouskas suggested that possible changes in procedures also be discussed and noted that the board should consider taking a look at past charters for ideas on changes.

She said that one change she would like to see examined is making the town treasurer's position appointed, rather than elected. That idea was rejected at the April 2006 election by a nearly 2-1 margin of 2,035 to 1,177.

"My idea of government reform is contrary to the vote of the public. I still believe the treasurer is too important a job not to be appointed," she said.

Selectmen Chairman William Moffitt pointed out that the town could consider putting together another charter commission.

"It would kind of pick up where we left off with the last charter commission. A lot has happened since then," Moffitt said.

Kraskouskas said some of the ideas proposed by the previous charter commission could be adopted piecemeal. A similar process was used in the past to switch from open town meeting to Representative Town Meeting, she pointed out.

"I think package deals are hard to get through. You have to approach them one at a time," she said.
